Delay finalizing rebalance out of a node completion until its http server is idle

    Description

      The rebalance out of an NC should wait until the http connections (e.g. the SDK running queries) are complete before finalizing the rebalance and allowing the node to terminate. Currently we only wait for there to not be any hyracks jobs running on the node.
