Description
When a bucket is first loaded, its Capabilities member is populated. This isn't then updated when refreshing. Prior to 7.6 and the automated migration this wasn't an issue since changes wouldn't trigger a refresh. In 7.6 if a bucket is first loaded without advertising the querySystemCollection capability and later does, the streaming monitor will force a refresh but the loaded bucket will never change so it will constantly be refreshed.
(A workaround is to just restart the affected Query nodes - the buckets on reload should advertise the capability up front.)
This bug is to include updating the capabilities when refreshing a bucket.
