Creds passed for distributed operations are not properly escaped.

When a remote operation is performed - e.g. obtaining completed_requests entries from remote nodes  when selecting from system:completed_requests - the constructed "creds" parameter isn't properly URL encoded.  This MB will fix this.

Versions 7.6+ aren't affected as they use a different mechanism (see  MB-54896) for constructing this data for the requests.
