Rebalance is stuck at 46.5% for quite some time for Vector indexes

DCP based Rebalance is stuck for quite sometime.

Steps to reproduce: - 

1. Create a cluster of 3 nodes kv:n1ql-index-index
2. Create a bucket and load some documents (200k)
3. Create few vector indexes  and primary indexes
4. Add a new index node and start the rebalance
