Change cores per bucket guardrail to 0.2 instead of 0.4

With more data from Capella, seems like we might have been too restrictive with the core per bucket data service guardrail, we should dhange cores per bucket guardrail to 0.2 instead of 0.4.

We would need to figure out whether on upgrade we should drop the guardrail to 0.2 as well.
