cbauth errors out when provided host address instead of loopback address

As per the Slack discussion (link): reverting the cbauth commit (link) fixes an intermittent issue in Eventing where the Eventing function is stuck deploying because cbauth is unable to work with a memcached host address provided by GoCB.
