Description
From CBSE-17822, there are many errors in the query log related to duplicated CREATE PRIMARY INDEX for the _query collection in each bucket (see also MB-63259). Part of the reason can be attributed to MB-63078. The CREATE PRIMARY INDEX call is made from migration process when migration has completed. While we cannot totally eliminate duplicated CREATE PRIMARY INDEX calls (from the query service), we can attempt to minimize the number of CREATE PRIMARY INDEX calls made from the migration process.
