[longevity] log shows no swap rebalance when cluster does swap rebalance

Install couchbase server 2.0.0-1628 on 11 nodes
10.3.121.13
10.3.121.14
10.3.121.15
10.3.121.16
10.3.121.17
10.3.121.20
10.3.121.22
10.3.121.26
10.3.121.24
10.3.121.25
10.3.121.23
Create 10 nodes cluster (not include node 26)
Create 2 buckets, one defaut and one default-s
Load 10 millions to detault bucket and 200K to default-s bucket
Create 4 docs with 2 views each doc on default bucket. Create the same views setup for default-s bucket
Continuous load data and query on both bucket.
Stop couchbase server on node 15
Start couchbase server on node 15
Let node 15 complete the warm up
Add node 26 and remove node 25
Rebalance. Log page showing

Bucket "default-s" rebalance does not seem to be swap rebalance
