query for just created view returns {"error":"error","reason":"inconsistent_state"} after warming up a node

5 nodes cluster, 1 node is just restarted
2 buckets - sasl bucket and default bucket, data loaded by mcsoda
steps to repro:
right after node restart create a view and query it
view map fn:"function (doc, meta)

{\\n emit(meta.id, doc.category);\\n}

\"}}}"
I got the error

{"error":"error","reason":"inconsistent_state"}

, but it should return at least partial result

I the logs I see missing partitions:
