upgrade 1.8.0r-55 -> 2.0.0-1810-rel all data is lost

steps:
1. create 1 default and 2 sasl buckets on node 1.8.0r-55, load some items in buckets
2. add another node into cluster
3. upgrade all node consequentially

result: after upgrade all cluster contains empty buckets
