Description
It's possible to ask the view engine to get notifications when a particular vbucket is fully indexed for a specific design document. This is used by rebalance with consistent views enabled.
The goal here is just to add debug level log messages (not logged by default) regarding when callers (ns_server) ask to monitor vbucket index updates and when the view engine notifies/replies back to the callers.
This allows us to have an idea how much the caller waits for a particular vbucket to be fully indexed.
This relates to MB-6726.
