Make XDCR more adaptive at run-time especially when source and destination clusters are highly imbalanced

This is the very problem we are seeing on system test. So yes, we need to make it more adaptive. Please start thinking about it and let's plan for 2.1 timeframe. Can you create a MB "improvement" for 2.1 ?

Today XDCR always try hard to dump as much data as it can to remote cluster, tomorrow XDCR need to be more adaptive at run-time, especially when source and destination clusters are highly imbalanced.

I am not sure if our customers using CB to CB XDCR also experience similar issues as we see in this CB to ES test, but you probably can put this optimization in radar and I will spend some time think about it.
