Rebalance progress shows >0 keys to be transferred out when removing a node with no data in a bucket

    Description

      Was just doing some testing on a recent 2.0.2 (build 820) and noticed that when I rebalanced one node out of a 2 node cluster it said that it had to transfer 512 "keys" even though there was no data in the bucket.
