ns_server sends out streaming bucket details every time there's even unrelated config update

Looks like our server list randomization causes spurious updates of bucket details. It doesn't affect pool details.

Which limits our scalability especially during rebalance and especially when there are many buckets.

As part of larger work of making our REST API implementation efficient and more scalable we definitely should fix this too.
