[system test] [windows] cpu usage in UI in web console shows very under cpu usage compare to cpu usage in server

Environment:
9 windows server 2008 r2 64bit (each has 8GB RAM and SSD storage)
1:10.3.121.173
2:10.3.121.169

5:10.3.121.47
6:10.3.3.180
7:10.3.3.181
8:10.3.3.182
9:10.3.121.243

Cluster:
Set up 7 nodes cluster with R/W = 3
Create default bucket (3GB RAM and r/w=2)
Create sasl bucket (3GB RAM and r/w=3)

Test:
Load 20+ million items to each bucket to push active resident ratio down under 70%
During buckets were loaded, monitor UI and see cpu usage under 5%
Go into server and open resource monitor, see average usage of memcached and erl about 30%
