rebalance of small amount of data is much and visibly slower than 2.0.1

    Description

      When doing rebalance I noticed how sometimes progress gets stuck for seconds. At the same time I'm seeing almost no CPU being used.

      I've tried reverting ep-engine to about approximately right before multiple dispatchers change and I'm seeing it being fast as before.

      From outside it looks like either some events are lost or there are some sleeps somewhere in ep-engine.
