CAS should simply fail for a non-resident item with the full eviction.

With the full eviction, we send the CAS failure response to the client if the item is not resident. For CAS operation, the client usually does Get or Set operation first, and then shortly issues the CAS operation to the server. In most of cases, the item is not evicted from the cache during this short period.
