deadlock between is_enterprise and build_pool_info

    Description

      Both are using menelaus_web_cache. And the later is calling the former. Potentially causing "recursive" call to menelaus_web_cache which cannot complete because menelaus_web_cache is stuck doing inner work for build_pool_info.
