Enhanced durability doesn't use the bucket's replica limit (and somehow works?)

I noticed that in refactoring the tests, even if a bucket has 1 replica defined, the code will use the replica count of the bucket with the most replicas; I may be wrong, but it seemed like the code worked as well. For example, if one replica was defined and another bucket had 3 replicas, then trying ReplicateTo.Three seemed to work on the bucket with one replica defined.
