Create build and CI based on new environment and strategy. Extend that to all supported .NET versions/platforms. See parent CBD for links to additional details.
Per discussion in the Iteration beginning meeting October 29, this is partially complete. Goal is to complete all platforms, unit tests, and feature tests using CouchbaseMock.
