throughput does not recover when 2 nodes are in and rebalanced

      Description

      SDK : commit ce8df4e
      Server : 4.5.1
      Test: Add 2 nodes and rebalance.

      Expected : no issues
      Actual : through put of KV operation is almost 0 after rebalance.

            This is the reason:

            at System.Collections.Generic.Dictionary`2.get_Item(TKey key)
            at Couchbase.Core.VBucket.LocatePrimary()

            The VBucket map seems to somehow be impacted by the patch.
