BootstrapUri is null for non-bootstrapped nodes

    Description

      Any nodes not in the original list of nodes to bootstrap with from the connection string does not have it's BootstrapUri property populated.

      This causes a NullReferenceException in BucketConfigExtensions.ReplacePlaceholderWithBootstrapHost, called by ConfigContext.Poll on the config polling schedule.
