Test_Query does not timeout when run by buildbot on Jenkins (verify)

A temporary patch in RetryOrchestrator limits the retries to 10; the patch should be removed when the test is fixed (line ~78) Note that Test_Analytics, Test_Search and Test_Views all work correctly (timing out the request), but Test_Query does not. Also, its not reproducible on my local machine.
