Implement OpenTelemetry Stub in CouchbaseNetClient

Description

Remove dependencies on OpenTracing from SDK 3.0.x

Add interfaces and dependency injection points so that OpenTelemetry can be used by the SDK without a direct dependency on OpenTelemetry packages.
