Pathfind: Concurrency Testing Framework

Calling this pathfinding but it should transition to a prototype if the path is identified quickly. One thought we previously discussed is using a variant of the FIT testing framework and then all the SDKs can do similar testing. That would be the preferred approach, but if that's too much for a first pass, then we need some automated testing that is run routinely to help identify concurrency issues early to help improve our quality going forward.

Note: Depending on the path identified, we may convert this to an Epic.
