Erroneous InvalidArgumentException with default TLS settings

    Description

      As part of NCBC-3173 , following the spec, we throw an InvalidArgumentException if the user has not specified any certs, ignore settings, or their own callback for cert validation.

      However, this ignores the default case where users are using TLS with the built-in certificate chain.
