An invalid error message may be returned if bootstrapping fails

If bootstrapping of the Cluster object fails and you immediately issue a query, an invalid and misleading error message may be returned:

Service n1ql is either not configured or cannot be reached. Check logs for details.

This error should only be returned in the case that your cluster does not have the query service installed and you tried to query it. A more specific bootstrapping error message should be returned.
