Disable HTTP streaming for HTTP services on .NET 4.X by default

The purpose of this ticket is to disable the default behavior of streaming of HTTP service responses in older .NET versions (4.X) as the underlying socket may be unexpectedly closed by .NET. Streaming was enabled by default in 3.4.8 by via NCBC-3433 and users have reported some issues on older .NET versions (4.X). This is similar to how streaming was handled in SDK2. Later of versions of .NET will not be affected by the change.
