Document SSL/TLS connecting with Capella on .NET Framework

1. .NET Framework doesn't support the built-in certificate method we use for Capella, so the Capella cert will need to be manually added to the local trust store. (Should also be added to the comments in the Capella stub code)

2. Name mismatch vs. "return true" on the callback.  Name mismatch only ignores name mismatch, not other errors.  Make this clear.
