FIT KV: BinaryTests

Two tests are failing in the Binary collection:

1. decrementThrowsDocumentNotFoundWhenInitialValueNotSupplied
2. incrementThrowsDocumentNotFoundWhenInitialValueNotSupplied

Both are supposed to throw, but both return an ICounterResult
