Pathfind: Create APK for PHP on Alpine Linux

See main Epic for more background, but this issue is to experiment with building an APK and determining the best approach to accomplish the two main objectives of creating an "official" APK that we can distribute and being able to use an interim APK for internal testing before release.

If the work identified cannot be done as part of the pathfinding activities, then we should open additional issues under this epic to track the remaining work.
