Description
We need to update the READMEs on the PHP repos to point to the latest version being maintained and make sure each is accurate with regards to which version each repo represents. We may also want to archive any repos that are EOL.
Info to clarify includes:
- Which version the repo represents (and if the version is EOL)
- Pointer to the latest repo being used for 4.0
- Latest is maintained in GitHub (not Gerrit)
