Add consistency utility for tests

Some of the tests are failing intermittently because of eventual consistency issues, such as resources not existing, being deleted or updated on all nodes. So we should create a tool to check all nodes are consistent before continuing the tests/assertions, such as FIT and some other SDKs have done.
