Caching refresh interval for Pernode Bucket Stats and Bucketstats should be increased to 60s

Currently, the default refresh rate is 5 seconds, and the last entry of the retrieved stats is returned. At a zoom level of a minute, the stats endpoints returns 60 metrics (One for each second). So we should make this request every 60 seconds and report each metric with a timestamp - N seconds (first entry is RequestTime - 59 seconds, second entry is RequestTime - 58 seconds, etc)
