Fix Jenkins pipeline for Python 3.10 + CentOS7

We can now install Python 3.10 for CentOS7. This is good for releases and verifying the wheel install is successful. However, for typical builds, the Jenkins pipeline is having issues installing the mock server. Need to see what updates to the pipeline should be made to allow tests against the mock.
