Description
In order to add support for Python 3.11, we need to update our CI pipelines to confirm that we can build and test against Python 3.11.
Tasks:
- Update Jenkins to include Python 3.11
- Fix any related build issues (potentially needing to create more PYCBCs)
- Update manylinux wheels for Python 3.11
