Add Black Duck manifest file

The 4.1.9 release will statically link boringssl packaged wheels. We need to make sure we have updated our Black Duck process to include boringssl as a component. Since we compile boringssl from source and statically link we need to manually tell Black Duck about this dependency (hence adding the manifest file).
