Create homebrew formula

Currently, we create *nix packages and upload to sdk-snapshots.  Rather than do that for Mac, lets get a homebrew formula created.  Then, once the repo is public, homebrew should be the main way people get our releases on OS X.  We do builds on Mac, for every gerrit commit, but no need to upload snapshots since people could use brew to get these (by specifying --head I believe).
