Transactions retry needs a delay, and to really terminate

In messing with the retry logic, I noticed that the entire txn can retry forever. Or, at least, for awhile. And, there are no delays built in – say linear or (better) exponential backoff, etc...

Lets at least have a delay of some sort, and have it respect the timeout.
