Release notes are missing links to Jira issues

]for distributed transactions lack links back to tickets in release. Like in the dotnet SDK repo for example: https://docs.couchbase.com/dotnet-sdk/current/project-docs/sdk-release-notes.html#version-3-2-0-26-july-2021

There should be sections for:

• Known issues (if they exist)
• Fixed issues
• New features and Behavioral changes
