Spec change for handling multiple query errors

    Description

      Something in the Java implementation that should have made it into the spec, is handling if query returns multiple errors.  There is a heuristic that chooses the most important error to use.  This change is now in the 'Error Handling' section under queryWrapper in the query spec.

      There won't be an extension for this small change.  There won't be any FIT impact, as there is no known way to reliably make query return multiple errors (it's only been seen in a specific timeout case).
