    Description

      Following internal discussion I've elected to change the BEGIN WORK behaviour so that failures are transaction-fatal.

      Please see the new 'Error handling' section under https://hackmd.io/eMPHhhd9SJqjO3s9dT9p7A?view#queryBeginWork for details.

      There won't be an extension for this small change.  There are no FIT tests for this currently but probably will be in future, so we may need to put them behind a 'don't run on C++ 1.X' IgnoreWhen.
