update testkit framework to ignore verification of build if build is not provided

we already have release builds for sync gateway, but verification fails if build is not provided
right now we need to add the release build number in test kit framework, so that it can verify whether the version of sync gateway is installed right. If build is not provided , we do not need to check the build, just checking version is fine.
