Change from dashboard links to panel links

Dashboard links don't allow for control over which template variables should be passed when clicked. For certain links we don't want to pass variables like `node_uuid` as this could result in e.g., the Data Service attempting to display statistics for a non-KV node.

Currently, variable passing is disabled, but this means that the user will explicitly have to select e.g., the cluster each time, rather than setting it once and having that default carry through dashboards.

Using panels (with transparency enabled) could also allow for more fine grained control over navigation.
