Provide K8S additional tooling deployment

Provide a means to automatically deploy the kube-state-metrics and node-exporter helm charts into a K8S cluster from CMOS.

This will require acceptable permissions, etc. which needs documenting too. Ultimately we should have a simple mechanism to integrate extra tooling via helm charts which can then show up in the UI.
