Create syntax diagrams from EBNF

Generate syntax diagrams (railroad diagrams) programatically from EBNF.

• EBNF may be stored in the source documentation or in example files
• Output should be SVG or PNG
• Output should be generated at build time, or possibly as a pre-processing step
• The process must integrate with Antora
