core: KeyToVbucket should return an error

The KeyToVbucket method can have all sorts of errors occur, it should expose this.  It might actually be beneficial to wrap most of the routing config-based information into a structure that can be fetched at a point-in-time.  This might solve some other open issues about having access to the server configuration at the same time.
