operator does not issue warnings about editing bucket settings that will incur a restart and down time

1. Create a k8s cb cluster with 2 buckets - bucket0, bucket1 both with priority high
2. Edit bucket0 in config and change priority from high to low
3. Replace config file
4. Change takes effect and the bucket is restarted - when we try to edit a bucket and change priority following warning is displayed in UI:

"Changing bucket priority will restart the bucket. This will lead to closing all open connections and some downtime"

This is not shown in operator logs or describe command
