Compaction doesn't make any progress in spite of high fragmentation

    Description

      I noticed this is issue in one of XDCR tests:

      Mixed KV + XDCR test, 5 -> 5 nodes, 2 buckets x 500M x 1KB, DGM, UniDir, 2K updates/sec/node.

      Fragmentation threshold is set to 10%. Notice that 2.5 is handling this threshold well.
