Auto-compaction doesn't honor fragmentation threshold

    Description

      Absolutely the same as MB-10533 but happens in recent builds as well. Scenario is described in MB-11731.

      Fragmentation threshold is 10% but compaction is not triggered for more than 30 minutes, see attached chart for details.
